MATHAY BALLINGER REGIONAL STORMWATER FACILITY
Lake Ballinger suffers from urban flooding and seasonal algae blooms caused by excess nutrients. Water quality and flow control improvements would significantly benefit the Lake ecology and habitat conditions. Additionally, the City of Edmonds is preparing for a future Highway 99 Revitalization project which is anticipated to have significant stormwater mitigation requirements. The Lake Ballinger Regional Stormwater Facility project attempts to address both of these needs with one project while leveraging stormwater funding into a more efficient mitigation strategy. The project also seeks to enhance a neighborhood park which is a valued, but underutilized, asset to the neighborhood. The project objectives are to construct green stormwater infrastructure at City-owned Mathay-Ballinger Park that builds upon a feasibility study being completed in 2020. The project will provide water quality treatment and some flow control for a major portion of the City's Lake Ballinger basin which includes the highly urbanized Highway 99 corridor.
